I did some digging and found a post that had me looking for the HP Standard TCP/IP monitor located in the registry. For my printer it was at HKLM\System\CurrentControlSet\Control\Print\Monitors\HP Standard TCP/IP Port. I exported the HP Standard TCP/IP Port Monitor Key (Right-Click, Export, select where to save and the name) and then deleted the entire key. From there, I was able to make another go at the install and succeeded.
